Texas Early Learning Strategic Plan
To improve early childhood outcomes in Texas, the Texas Early Learning System proposes the following vision, goals, strategies, and actions for the years 2024 to 2026. Through funding from the Preschool Development Grant Birth through Five (PDG B5) Renewal,3 TWC contracted with the Texas Institute for Child & Family Wellbeing at The Steve Hicks School of Social Work at The University of Texas at Austin to facilitate the strategic plan process.

Early Childhood System Needs Assessment in Texas
A general framework describing how a high-quality early childhood system impacts family and child health, well-being, and school readiness was adopted by the researchers as a tool to guide the conceptualization and presentation of the research used in the Needs Assessment. Kagan and Gomez1 presented a framework that describes the components of a high-quality early learning system and its ability to positively impact school readiness. This framework was adapted to make it generalizable to the wider early childhood system and more descriptive of the Texas context

The Center for Early Childhood Mental Health Consultation (CECMHC)
The CECMHC products translate research-based knowledge into practical strategies that can be implemented in Head Start programs across the country. These products include: self-assessment tools and web-based, best-practice tutorials that build the skills and capacity of mental health consultants and program administrators; implementation toolkits for each level of the Pyramid Model; and relaxation techniques to promote staff wellness.
